Abstracts The Language of Poli › cal Discourse in the Arabic Press in Israel under Military Rule Mustafa Kabha The Open University In this paper we shall discuss a an important period in the evolu › on of poli › cal speeches among the Arab minority in Israel , namely the period of Military Rule ( 1948-1966 ) , and the main pla › orm that existed for such discourse , the then-exis › ng Arabic newspapers , of various schools and inclina › ons . In the course of our treatment of this subject we must of necessity also say something about the special and complex situa › on of the Arabic press in Israel , the poli › cal framework within which this press operates . It is a minority press that represents a large na › onal minority in a country that de fi nes itself as a na › on-state that expresses the aspira › ons and the interests of the majority of the popula › on . As a result the press of the minority is subject to pressures , and occasionally also persecu › on , by ins › tu › ons controlled by the majority . However , within the region as a whole , it is part of the majority in the Middle East , which speaks the same language as that in which this press is wri › en . In a sense it is a press that is s › ll at the stage of construc › ng and shaping itself . Some parts of it follow the poli › cal line of the poli › cal body to which they belong , while other parts are commercial and independent . It is of course quite natural that differences of opinion should exist in the fi eld of poli › cal discourse and its contents , the expressions it uses and how these expressions func › on .
